Riots in Vanilla VC are prevented if the religion is already fairly strong in the settlement. It would also be just about the last upgrade I could imagine doing so perhaps they are less likely to riot when you have established yourself as a good leader?. If you travel in a large party, those sea bandits will get quite large as well, so what size party you travel with is more important than how often you fight the sea bandits. But a lot of VC trade is conducted at sea, and caravans traveling by sea almost always are attacked at the defined sea bandit spawn locations, regardless of which towns they are trading between.
